    Why cant it be the ‘unwanted girls’ are brought up by ‘care-takers’ who are willing to bring them up with their children so that they find a home and can be their guardian

      You mean like the foster care system in the west? I don’t know. When a system permits the lethal abuse of a targeted group then other sections of society see that group as a vulnerable and exploitable target. Look at what’s happening in all the orphanages in India today. How does one monitor millions of foster homes? Specially when the government machinery is totally apathetic.
